He will start his new job Monday.
Hein was selected after a three-member panel interviewed the six finalists for the job and made a recommendation to county Administrator Chuck Huckelberry.
Hein was Tucson's city manager from April 2005 until April 2009 when the City Council voted 4-3 to fire him.
In September, Hein was arrested on suspicion of driving under the influence of alcohol in Oro Valley. The case is still pending.
