Ariz. panel recommends vehicle surcharge for parks

PHOENIX (AP) — A task force appointed by Gov. Jan Brewer is suggesting that Arizonans pay a $15 surcharge on annual registration on noncommercial vehicle registrations to providing funding for the financially struggling state parks system.

Under the proposal, vehicles with Arizona plates would receive free admission for day use of state parks, but not special services such as boat launching, camping or Kartchner Caverns tours.

According to the task force's recent report, the surcharge would be voluntary because registrants could opt out from making what the report calls a "contribution."

The proposed surcharge would require legislative approval and the report says it would generate an estimated $40 million annually. It is modeled after one used by Montana.
